What is the AMAR Program?
The Audit of Minimum Assessing Requirements (AMAR) program is administered by the Michigan State Tax Commission (STC) to ensure that local units of government are meeting the state’s minimum requirements for property assessment administration. These standards are in place to promote fair and equitable property tax assessments across all jurisdictions in Michigan.
Purpose of the AMAR Program
The AMAR program evaluates whether assessing units—such as townships and cities—are complying with the essential duties required by law. This includes ensuring that assessors:
- Properly classify and value property,
- Maintain accurate land value maps and assessment records,
- Conduct required inspections,
- Follow uniform guidelines for property tax administration,
- Meet continuing education and certification standards.
Each year, the STC selects a number of local units for review based on a rotating schedule. The audit examines specific documentation and practices to verify compliance with the General Property Tax Act and STC guidelines.
If a unit is found to be out of compliance, it is required to implement corrective action. Continued non-compliance can lead to the STC assuming assessment responsibilities for that unit.
Why It Matters
The AMAR program protects taxpayers by ensuring assessments are accurate, consistent, and legally compliant. It reinforces public trust in the property tax system and helps maintain fairness in the funding of local services such as schools, roads, and emergency services.
In summary, the AMAR Program plays a critical role in upholding Michigan’s commitment to fair and lawful property assessments across all municipalities. By meeting—and in this case, exceeding—the state’s minimum assessing requirements, our local unit has demonstrated exceptional diligence, transparency, and professionalism in property tax administration. Achieving a perfect score on the AMAR review is a testament to our continued dedication to accuracy, compliance, and public trust in the assessment process. We are proud to maintain these high standards in service to our community.
